Compliance documents for tenders

  • BIS: BIS registration under IS 13252 (Part 1) covers ten reader models: 103UDR, CX1000, CX1500N, CX806T, HLR20, IF9A, IHZ4, MUBR01, R58H and UBR12. Tags, labels and cards have no BIS category.
  • WPC ETA: the CX1500N, IF9A, IHZ4 and MUBR01 readers and the RUCA9 antenna hold WPC Equipment Type Approval. Passive tags do not need ETA.
  • Tender pack: certificate copies for the models above, datasheets, test reports, OEM authorisation letters and local-content declarations for the items you quote.

Frequently asked questions

Must RFID hardware be BIS-registered for government projects?
Only products in notified categories. Under the Compulsory Registration Order, BIS registration is mandatory for products on the Compulsory Registration Scheme list. Identium's reader models are registered in the automatic data processing machine category under IS 13252 (Part 1), registration, which covers the 103UDR, CX1000, CX1500N, CX806T, HLR20, IF9A, IHZ4, MUBR01, R58H and UBR12. There is no RFID-tag category on the list, so ask for the certificate for the specific reader you are quoting.
Why do WPC ETA and BIS matter in a tender?
RFID reader tenders commonly ask for WPC Equipment Type Approval for the radio and, where the product falls in a notified category, BIS registration. Equipment without the approvals a tender asks for can be rejected at technical evaluation, so check the certificate against the exact model offered.
What frequencies are approved for RFID in India?
HF at 13.56 MHz and UHF at 865–868 MHz, both licence-exempt; the UHF band is set by G.S.R. 853(E) of 2021. These differ from the US UHF band (902–928 MHz), so make sure UHF readers are set up for the Indian band and that the model holds WPC ETA.
Do you supply RFID for FASTag, toll and transit projects?
FASTag stickers are issued through banks. For parking, campus and municipal vehicle access we supply UHF windshield tags, UHF readers and antennas, and HF cards for transit pass schemes. See accepting FASTag at a parking lot for how parking operators read existing tags.
Can you meet Make in India and local content requirements?
Under the Public Procurement (Preference to Make in India) Order, Class-I or Class-II status depends on the local-content percentage of each item offered (at least 50% for Class-I and at least 20% for Class-II, unless the nodal ministry sets a higher figure) and is self-certified per item at the time of the tender. What documentation do you provide for a tender?
BIS and WPC ETA certificate copies for the models that hold them, datasheets, test reports, OEM authorisation letters and local-content declarations for the items you quote. Tell us the procurement route your department is using and we will prepare the documents it asks for.
Do you supply cards for smart city and health-scheme projects?
Yes. We supply HF and dual-frequency PVC cards for citizen ID, health-scheme and transit card programmes, with custom printing and encoding.
Can you supply pan-India government rollouts?
We supply from New Delhi and ship across India. For large orders, phased delivery schedules can be agreed so stock arrives in step with each rollout stage; share your project specification through a quote request.
