What is BIS Certification for RFID Equipment?
BIS (Bureau of Indian Standards) certification under the Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order mandates that certain electronic products sold in India must be registered with BIS and carry the ISI mark. For RFID equipment, this primarily covers:
- UHF RFID readers and interrogators
- RFID-enabled access control systems
- Wireless communication equipment operating in the 865–867 MHz UHF band
The relevant standard is IS 16232 (Part 1) — the Indian Standard for RFID equipment, which aligns with ISO/IEC 18000-63 (UHF RFID air interface standard).
Why BIS Certification Matters for Buyers
1. Government Procurement (GeM Portal)
All products listed on the Government e-Marketplace (GeM) must carry valid BIS certification where mandatory. RFID readers procured for government projects — smart cities, toll collection, asset tracking, prison management — must be BIS compliant. Failure to supply BIS-certified equipment can result in rejection, penalties, or blacklisting.
2. Quality Assurance
BIS certification requires the manufacturer to demonstrate conformity to IS standards through type-testing at BIS-accredited laboratories. This ensures the product performs reliably in Indian operating conditions and meets EMI/EMC requirements.
3. Spectrum Compliance (WPC)
RFID readers operating in the 865–867 MHz band (India’s UHF RFID band) must also hold a WPC (Wireless Planning and Coordination Wing) type approval from the Ministry of Communications. This is separate from BIS certification and equally mandatory.

- Enter the R-number (registration number printed on the product/certificate)
- Verify: product model, manufacturer, validity date, and scope
A valid BIS certificate shows the model number, manufacturing plant, issue date, and validity period (typically 2 years, renewable).
Red Flags When Buying RFID Readers in India
- 🚩 Seller cannot provide the R-number for BIS registration
- 🚩 Certificate shows a different model number than the product supplied
- 🚩 Certificate is expired (check the validity date)
- 🚩 Product is imported under a “sample” or “test” exemption but sold commercially
