Short answer: You cannot turn a car park into a FASTag parking system just by installing a FASTag reader. You sign up with an IHMCL-authorised acquirer bank, which certifies your system integrator and checks that the RFID readers, ANPR (automatic number plate recognition) cameras and software meet IHMCL/NPCI standards before testing and go-live with NPCI. For closed user groups such as residents, staff or monthly-pass holders, your own UHF windshield tags (RFID car stickers) and readers are usually simpler.

This guide is for parking contractors, urban local body (ULB) parking departments, mall and hospital car-park managers, mela organisers and campus or society managers whose visitors ask to pay by FASTag. Can my parking lot accept FASTag payments?

Most operators are eligible, but the acquirer bank decides whether to onboard a site. In July 2025 IHMCL issued its "Policy for Payment of Parking charges via FASTag (ver. 3)", covering three kinds of entity: government bodies (Category A), private entities authorised by government to collect parking fees (Category B) and any other private entity (Category C). All three must onboard through an IHMCL-authorised acquirer bank.

The policy notes that FASTag is mandatory on the windscreen of all Class M and N vehicles and is needed to renew a fitness certificate and a national permit, and that the FASTag architecture supports 11.2 crore users. Most cars and commercial vehicles entering your lot already carry a tag.

Only acquirer banks authorised by IHMCL may onboard parking plazas and process FASTag transactions, and their list is published on the IHMCL and NPCI websites. Buying hardware, from any vendor, does not make a lot FASTag-enabled.

How do I get my parking lot approved for FASTag payments?

Before a lot can take a single FASTag parking payment, it is onboarded by an acquirer bank, not by a hardware seller. Your part is choosing the bank and providing a site that passes; the bank runs the rest:

  1. The parking entity selects an IHMCL-authorised acquirer bank.
  2. The bank certifies and onboards your system integrator (SI).
  3. The bank informs NPCI.
  4. The bank ensures the IT infrastructure is installed to IHMCL/NPCI standards.
  5. User acceptance testing (UAT) of the required scenarios is carried out.
  6. The bank submits the onboarding checklist to NPCI and IHMCL.
  7. NPCI and the bank confirm readiness and go-live.
  8. The bank updates the plaza's status after go-live.

The annexures cover the parking software modules, the acquirer undertaking and the onboarding checklist. Ask your bank for current versions early: they define what your SI builds and UAT tests.

What FASTag scanner, camera and software does a parking lane need?

Every FASTag parking lane needs an RFID reader and an ANPR camera at both entry and exit, tag signature validation on every transaction, and electronic toll collection (ETC) software that exchanges data with the acquirer in real time under ICD 2.5, the NETC (National Electronic Toll Collection) interface specification. Readers, cameras, boom barriers, lane controllers and software must all follow FASTag Programme standards.

The policy adds that the RFID reader specification is set in a Gazette notification by the Ministry of Road Transport and Highways, so a generic parking RFID scanner does not qualify just because it reads UHF tags.

What data must a FASTag parking operator keep, and how are fees set?

Keep FASTag transaction data for at least 5 years and vehicle images for 1 year, and set charges by NETC vehicle class, not seats or weight.

  • Storage: entry and exit cameras capture images on every journey; size storage for a year of real traffic.
  • Tariff card: if rates are set by seats or weight, rebuild them on NETC vehicle classes before UAT.
  • Contracts: if a contractor runs the lot, agree who holds the data for the full retention period.

Can a mela or short event take FASTag parking payments?

In principle yes, because a government body or an operator it authorises can onboard, but the same onboarding, UAT and go-live steps described above still apply to a four-day fair. For a short event the real question is whether an already-certified SI and acquirer can bring a compliant lane set-up to your ground in time.

For example, an October 2026 Faridabad tender for parking at the 3rd Surajkund Diwali Mela invited agencies to operate and manage a smart parking system with payment through FASTag, UPI, cards and e-wallets. Before you bid or hire, ask your parking vendor (system integrator):

  • Which IHMCL-authorised acquirer bank will onboard this site, and has it already certified you as an SI?
  • Has your lane software already passed UAT on ICD 2.5, or does it need fresh testing?
  • Can you place RFID and ANPR at every entry and exit, including temporary gates?
  • How will you deliver a 24x7 server with disaster recovery and two network links on an open ground?
  • What happens on a plate mismatch, or when the lane fails and NETC operation must stop?
  • Who holds the 5-year transaction data and 1-year images after the event, and is the tariff on NETC classes?

When is an RFID car sticker system simpler than FASTag?

Own tags are simpler when you are not charging the public per visit. Residents, staff, fleet vehicles and monthly-pass holders form a closed user group: you know every vehicle, so an own-tag RFID parking system can issue RFID car stickers, read them at the gate and open the barrier against a whitelist, with no acquirer bank or NETC onboarding.

This means tags you issue. Whether a windscreen FASTag may be read for access control is a question for IHMCL and your bank. A site can run two lanes: FASTag for paying visitors and own tags for registered vehicles.

UHF RFID in India uses 865-868 MHz, licence-exempt under G.S.R. 853(E) of 10 December 2021 at up to 2 W e.r.p., but every reader model still needs WPC Equipment Type Approval. Frequently asked questions

Can I buy a FASTag reader and start taking payments at my parking lot?

No. Under IHMCL's ver. 3 policy, only an IHMCL-authorised acquirer bank can onboard a parking plaza and process FASTag transactions, after certifying your SI, ensuring UAT is completed and confirming go-live with NPCI.

Do I need ANPR cameras for a FASTag parking system?

Yes. The policy requires RFID readers and ANPR cameras at both entry and exit. If the vehicle registration number linked to the FASTag does not match the camera-read plate, the transaction moves to an alternate payment mode.

Can a FASTag parking lot still accept cash or UPI?

Yes, but only as a fallback. FASTag must be the default and primary mode, and other modes are allowed only when a FASTag transaction fails, with each case logged.

How long must a parking operator keep FASTag data?

The parking entity keeps FASTag transaction data for at least 5 years and image files for 1 year. The acquirer bank keeps transaction data for at least 10 years.

Can a private mall or housing society accept FASTag?

It is eligible. Category C covers any other private entity and follows the same acquirer-bank onboarding, though the bank decides whether to onboard a site. A society that parks only resident vehicles may find its own RFID car stickers simpler.
