
Short answer: Barrier-free tolling does not change what the tag on your windscreen is. It changes what happens when the read fails or the account is short: the vehicle is not stopped, so the money is recovered afterwards through an electronic notice to the registered owner and, if that stays unpaid, through the vehicle's own record. What does barrier-free tolling actually mean on the ground?
Barrier-free tolling, also called multi-lane free-flow or MLFF, means no boom barrier and no stop. The vehicle passes under a gantry at road speed, the sensors overhead work while it moves, and it is well down the road before anyone knows whether the transaction settled. In a conventional plaza the barrier is the enforcement mechanism: no payment, no lift. Remove it and enforcement moves downstream, into a paper trail attached to the vehicle.

Two consequences follow. A failed read is no longer a five-second delay in a lane; it is an unpaid passage somebody chases afterwards. And the party chased is the registered owner, not the driver. For fleets, that second shift is the whole story.
Which 2026 rules created the enforcement teeth?
Two notified rule sets do the work, and a third mechanism, the linkage of unpaid dues to the VAHAN vehicle record, gives them bite. The chain of events is walked out in order in the next section.

Together they turn a missed toll into an administrative liability that follows the vehicle's record. The barrier has not disappeared; it has moved from the road to the registry.
What happens when the read fails or the account is short?
The chain runs in a fixed order and almost every step carries a clock. The order matters more than any single number, because a monthly reconciliation cycle reaches the notice after the windows close.
- The passage is recorded electronically. The electronic toll collection system logs the vehicle going through.
- The fee is not received. Whether the cause is an incomplete read, a disputed transaction or an account without balance, the passage exists but the money does not. That mismatch is what the 2026 fee rules define as an unpaid user fee.
- An electronic notice goes to the registered owner. The e-notice states the vehicle details, the date and location of the passage, and the amount payable.
- 72 hours to pay. The registered owner has a 72-hour window to settle the amount.
- After 72 hours, the fee is charged at twice the applicable rate. That is the escalation the rules provide for.
- 72 hours to contest, five days to resolve. There is a 72-hour window for the owner to contest the demand, and the authorities must resolve a contested case within five days.
- After 15 days of non-payment, the vehicle record is touched. Unpaid dues are linked to VAHAN, enabling restrictions on vehicle-related services.
- Separately, the NOC is gated. Under the Central Motor Vehicles (Second Amendment) Rules, 2026, unpaid user fee is tied to the grant of a No Objection Certificate for transfer of ownership or inter-state transfer.
Notice what is absent. Nothing stops the vehicle, nothing happens at the roadside, nothing lands on the driver. Every consequence is administrative and addressed to the registered owner, which for a fleet means the company. Enforcement has moved from a barrier a driver can see to a notice an office must open.
Why is this a fleet operations problem rather than a driver problem?
Because liability sits with the registered owner and the clocks run in hours, not billing cycles. A transporter can absorb the occasional doubled fee. What it cannot absorb is discovering, on the day it wants to sell a vehicle or move it interstate, that unpaid passages stand between it and the No Objection Certificate, or that a tag which failed three weeks ago has been generating notices nobody opened.
The list below is our own operating advice rather than anything stated in the rules, but it is the shortest route to staying clean.
- Keep a live register mapping vehicle to tag to account. One row per vehicle: registration number, tag identifier, the account it draws on, the date fitted. If you cannot produce that row in a minute, you cannot contest anything in 72 hours.
- Check tag condition and placement at every service visit. Position on the glass, adhesion, damage, and whether it has been peeled off and re-stuck. Put it on the same checklist as tyres and lights.
- Treat a damaged, delaminated or relocated windscreen tag as a defect ticket, not a note. It now carries a financial consequence, so raise, assign and close it like any other defect.
- Reconcile e-notices against trip records weekly rather than monthly, and give one named person the notice mailbox. A monthly cycle on an unmonitored inbox finds the notice after both windows have closed, turning a normal charge into a doubled one you cannot dispute.
- Check outstanding dues before an ownership transfer or inter-state move. The NOC is gated on this, and discovering it mid-transfer is discovering it too late.
- Audit the yard physically rather than from the spreadsheet. A handheld or sled reader walked down a parked row tells you which vehicle actually carries which tag, which is a different question from what the spreadsheet says.
What sits on a barrier-free gantry?
Reported across coverage of these installations, and reported rather than published as an NHAI or MoRTH specification, the stack combines UHF RFID readers that read the windscreen tag, front and rear ANPR cameras, and LiDAR for vehicle classification.
India's first MLFF plaza was at Chorayasi on the Surat-Bharuch section of NH-48, on 2 May 2026. On the Delhi-Jaipur corridor of the same highway, Daulatpura went barrier-free on 19 June 2026 and Manoharpura has also been converted. Shahjahanpur was reported in trade coverage dated 2 August 2026 as the third barrier-free plaza on that corridor, using ANPR alongside FASTag-based electronic toll collection. More plazas on this corridor and elsewhere have been converted, and further conversions announced.
Why three sensing technologies when one identifier would appear to be enough? Each answers a different question, and a transaction cannot be raised until all three are answered.

The lesson for anyone specifying a gate is that RFID is the identity layer, not the whole system. It is fast, cheap per vehicle, needs no line of sight and works through rain and dust that defeat a camera. But it identifies a tag, and a tag can be missing, damaged, moved to another vehicle or simply not read on a pass. One source of truth cannot settle an argument, and arguments are what the 2026 rules put a five-day clock on. Pair the tag read with a second, independent record on a common timestamp.
What does reading a vehicle at speed mean for my own gate?
This is the transferable part. Reading a windscreen tag on a moving vehicle at a highway gantry is the same physics as reading one at a factory gate, a haul road out of a quarry, a weighbridge approach or a township entry: lower speeds, kinder tolerances, identical decisions. - Antenna choice and polarisation. A windscreen tag arrives at a rake angle that changes with vehicle type: a hatchback, a tipper and a container truck present the same tag at very different tilts and heights. Circular polarisation tolerates that spread at some cost in range; linear gives more range on a tag whose orientation you can guarantee, which at a mixed gate you cannot. - Read zone shaping. The failure mode at a multi-lane gate is usually not a missed read but a stolen one, where lane two's antenna reads lane one's vehicle. Higher-gain antennas give a narrower beam that is easier to confine to a lane; downtilt, aiming, power and inter-lane shielding do the rest. Commission by driving a tagged vehicle down the adjacent lane and confirming it is not read.
- Antenna ports per reader. Lane count drives port count. A lane usually wants more than one antenna, approach and departure or high and low, so a four-port reader may cover one lane properly or two marginally. - Enclosure and IP rating. An outdoor gantry in India sees monsoon, dust and cabinet temperatures well above ambient, so specify an outdoor-rated enclosure with a sensible IP rating, sun shading and thought given to heat, not ingress alone. Overhead antennas need UV-stable radomes and mountings that survive traffic vibration.
- Band planning at 865-867 MHz. India's UHF RFID band allocated by WPC is 865-867 MHz, which sits inside the ETSI 865-868 MHz band. It is a narrow allocation, so where several readers sit within a few metres on one gantry or across adjacent lanes, channel allocation, transmit power and reader synchronisation matter far more than at a single-lane site. Plan the RF layout before the civil work is poured.
- Cabling, earthing and surge protection. Coaxial loss at UHF is real: keep runs short and use low-loss cable, because every decibel lost is read range you paid for. Outdoor gates need surge protection on the coaxial and Ethernet runs, a proper earth, drip loops and UV-rated jacketing.
- Certification paperwork. Ask any supplier for the WPC ETA certificate covering the specific reader model you are buying, not a generic company claim, and keep a copy with the site records.
Where can I buy this stack for my own gates?
Private tolling and campus access is where this engineering is directly purchasable.
